Welcome, Moyra Pascoe - Chair of the Corporation

Thank you for visiting the Governors’ section of the College website. It is the Corporation’s policy to allow open access to as much information as possible about the work of the Corporation and I hope you will find what you need. Corporation members are volunteers, playing an important part in setting the strategic direction of the College. The Corporation ensures accountability for the use of public funds through monitoring and evaluating the College’s performance.

The Corporation encourages the recruitment of members from all sections of the community and applications are always welcomed from people of all cultural backgrounds with a range of skills and experience. Introducing our governors

David Benson
External Member

David joined the Corporation in January 2018 following a forty year career in the professions allied to the construction industry. A Chartered Surveyor and Chartered Construction Manager, David has worked within many sectors, including private practice, the NHS, Local Government, social housing and as Director of Estates and Facilities at Swansea University and lastly Cardiff Metropolitan University where he was responsible for estates strategic planning, capital projects, commercial services and recreational sport. David also served on the Shadow Board of Swansea Community Housing Mutual and on the Welsh Government working groups for Construction Procurement and Fire Safety Regulatory Reform.

Sophie Chester-Glyn

Sophie joined the Corporation in March 2018. Sophie has been the Managing Director of a social care organisation for over 9 years. Sophie previously worked in project management at BT Global Services. Sophie has a Master’s in Business Administration and recently completed a Masters in Social Care Law at Cardiff University. Sophie has a particular interest in disability law and practice and is embarking on a PhD at Bristol University on Human Rights in Adult Social Care.

Mike Croker

After graduating from the University of Bristol, Mike joined the accountancy firm Ernst & Young, where he qualified as a chartered accountant in 1986. Mike was a senior manager at the Learning & Skills Council and its successor organisations from 2001-14. There he worked with a number of FE colleges, sixth form colleges and academies in the South West of England on financial plans, capital project funding, mergers, and financial management and governance reviews. After a spell as a consultant in education finance with RSM, Mike now undertakes interim roles, most recently internal audit reviews at University Hospitals Bristol NHS Trust.

Craig is a Staff Governor and was elected to the Corporation in December 2017.

Phil Eames

Phil Eames
External Member

Phil now works in internal audit governance and risk management at Bristol City Council having previously been a freelance assurance and audit consultant after taking early retirement from the Education Funding Agency (EFA) where he was Head of Assurance. He worked for the EFA and its predecessor funding bodies for more than 20 years in assurance and audit roles dealing with colleges and academies and other education providers. Prior to that he worked for Ernst & Young and the Audit Commission. He was a student at the former Filton College and prior to that at the Royal Forest of Dean Grammar School.

Roger Ellis
Staff Member

Roger was elected to the Corporation in March 2012, having previously been a staff governor at Filton College. Roger was re-elected as Staff Governor from August 2013 and re-elected August 2017.

Kevin Hamblin
Group Chief Executive & Executive Principal

Kevin Hamblin was appointed Group Chief Executive & Executive Principal in September 2015 having been appointed Principal and Chief Executive of South Gloucestershire and Stroud College in February 2012. Prior to this Kevin was the Principal and Chief Executive of Filton College since December 2001.

On completion of his degree, Kevin worked as commercial manager then commercial director of a private training company before becoming Head of Open Learning at Swindon College in 1997. This led to a role as Head of Electrical, Electronic and Computer Systems Engineering at Swindon, before becoming Vice Principal at Hartpury College, Gloucestershire in 1999.

Martin Jones 
External Member

Martin is currently Vice-Chair of South Gloucestershire and Stroud College. He was previously a Governor of Stroud College serving as Chair between 2004-2007. Martin spent most of his career working within the financial services sector and was HR Director for both Eagle Star and Zurich Financial Services. After taking early retirement Martin ran his own HR Consultancy for 8 years but now concentrates on voluntary work. He is a member and past Chairman of Education and Business in Partnership in Gloucestershire, working in local schools. Martin also sits on the University of Gloucestershire Employment Policy Committee and is a Chartered Fellow of the Chartered Institute of Personnel and Development.

Joe Lamonby

Joe Lamonby

Joe joined the Corporation in October 2016. Joe is a Chartered Engineer and worked in the electricity industry in a number of roles after leaving university. Most recently he was Chief Nuclear Officer for Magnox Limited, responsible for the overall management of several of the UK’s nuclear power station sites, a role that involved technical strategy, workforce transition and financial control. Prior to this Joe was Site Director at two of the South West’s nuclear power stations.

Richard O'Doherty

Richard O'Doherty

As Deputy Vice Chancellor at the University of Gloucestershire, Richard’s role covers all academic aspects of the University’s activities. He oversees the academic portfolio and all academic staff. Richard also has responsibility for the internationalisation agenda in the University and he regularly travels to partners around the world and most notably in SE Asia. Richard joined the University in October 2011. He had previously been an Associate Dean in the Bristol Business School and in 2009 became Assistant Vice-Chancellor at the University of the West of England.

Dave Merrett

Dave Merrett
External Member

Dave has worked within the plumbing and heating industry for over 30 years and is the owner and Managing Director of Merretts Heating Services. In 2014 Dave was part of the launch of the new plumbing and heating apprenticeship standard and has been heavily involved in the development of that standard. He also now serves on the apprenticeship board overseeing the new standard.

Moyra Pascoe 
External Member

Moyra is currently Chair of South Gloucestershire and Stroud College and joined the Corporation at its inception in February 2012 having previously been a Governor at Filton College. Moyra is a former Director of Strategy and 14-19 with the Learning and Skills Council in the West of England a position she held for 9 years until her retirement in February 2010. She was the Director lead for the transfer of LSC responsibilities to Local Authorities from April 2010. Moyra previously held a variety of posts in the Government Office for the South West and her last role was to close down the Training and Enterprise Councils and set up the LSCs.
